The woodcutter was a character folded for the animated origami version of Tsuru no ongaeshi (The crane's gratitude), a famous Japanese folktale. This model is obviously folded from more than one sheet of paper. Actually, it is made of five sheets, one each for the body, head, hat, cape, and staff.
